Welcome to the Electronic Value Transfer Administrator Web Site

The Electronic Value Transfer (EVT) program offers an exciting opportunity for State agencies to improve both customer service and operating efficiencies by implementing electronic value transfer programs. This Web site is dedicated to providing agencies with the information necessary to implement successful electronic value transfer programs, including:

obtaining approval to accept electronic payments,
designing programs in accordance with EVT Guidelines,
utilizing the statewide EVT Contracts, and
completing EVT Contract work order forms.

Subject: EVT Contract Extensions

TO ALL STATE AGENCIES AND OTHERS AUTHORIZED TO USE STATE CONTRACTS:

The subject contracts have been extended for six months (Feb. 2010) or until the new contracts are awarded. Contract CMS – 1001 (Global Payments Direct, Inc.) and CMS – 1028 (DFS Services LLC – Discover Card) are extended through February 5, 2010 and contract CMS – 1003 (American Express Travel Related Services) is renewed through January 31, 2010.

NYS Agencies wishing to extend their use of this contract are instructed to submit an AC340 to the Office of the State Comptroller to extend the expiration date of their purchase in accordance with their needs and the extended expiration date of this contract and to encumber any additional funds estimated as being necessary.

Non-state agencies (counties, cities, towns, villages, etc.) do not have to do anything under this extension to continue using the contract(s).

Approval by the EVTA is not required to extend existing programs. New programs and substantive changes in programs continue to require EVTA approval prior to implementation.

NYS Agencies are reminded to reference the contract numbers on all AC-340s and correspondence concerning these contracts.

Please Take Note: for contract CMS1001, the vendor’s full name is Global Payments Direct, Inc., their correct Federal I.D. number for use on all AC-340s, Purchase Orders and other documentation is 13-2749397 and for contract CMS1028, the vendor’s full name is DFS Services, LLC, their correct Federal I.D. number for use on all AC-340s, Purchase Orders and other documentation is 36-4020792.
