New York State Department of Taxation and Finance Commissioner Robert L. Megna announced today that with 93 percent of tax filers preparing their personal income tax forms using computer software and the internet, the Department has decided to stop mailing paper tax form packets directly to individuals.
The move will save state taxpayers about $1 million in mailing, printing and processing costs.
All tax forms will be available on the Department's website (www.nystax.gov) by January 1, and the most commonly used forms and instructions can be obtained at many local libraries.
Taxpayers who have filed their returns from tax packets by mail in past years will instead receive a postcard in early January notifying them of the change and how to obtain the forms.
Commissioner Megna said, "The use of paper tax forms has been declining steadily in recent years while increasing numbers of taxpayers file electronically. Direct mailing of individual tax forms and instructions to personal income taxpayers is the most expensive per parcel mailing the Department undertakes. Making this change is an effective way to save tax dollars."
Less than five percent of New York tax filers receive paper tax form packets by mail. Most of the tax returns received this year - about 93 percent - were filed electronically, either by the individual taxpayer, a paid tax preparer, or on forms downloaded from the internet or produced by computer software.
Only 462,000 tax filers used the paper packets in 2008, down from 592,000 in 2006. There are about 9.4 million personal income tax forms filed in New York State.
